Litter Responsibilities in Blandford

NDDC.  

NDDC is legally responsible for all the street cleaning in town.

A road-cleaning machine cleans roads in residential parts of the town, not more than once a month. Anyone can phone up NDDC to request a clean up if there is a lot of rubbish or dogs mess anywhere in the Ttown – the NDDC are obliged by law to undertake a "clean up" within a certain time frame.

Litter-bins and dog-bins are emptied by NDDC.

The District Councils in Dorset have set up "The Dorset Waste Partnership" and there may be some changes in Litter responsibilities as it gets sorted out.

Countryside Rangers. The Trailway, Stour Meadows & the Milldown are litter-picked by the Countryside Rangers (Dorset County Council employees paid for by NDDC).

Blandford Town Council.

Blandford Town Council employs a Town Orderly who picks up rubbish predominantly in:

The Town Centre - up to Badger Cross Road and Damory St.

Church Green - this is because it is a "closed churchyard" and is the Parish (ie the Town Council).

And locations where it owns property: Skatepark, the Rec, Larksmead, Woodhouse Gardens, Langton play park

The Town Council has to date avoided taking a very active role in the prevention and or reduction of street litter.  This decision came about in early 2007 when NDDC asked the Town Council if it wanted to take on responsibility for the street cleansing service in the Town.  The service was costing NDDC approximately £100,000 p.a.  and  was included in the ‘Tough Choices’ basket of services NDDC want to reduce expenditure on.  With Street Cleaning NDDC offered the Town Council a contribution of £18,000 p.a. if the Town Council
agreed to take on the work.  The work would have to be done by the Town Council under license from NDDC as they are the Authority with the legal responsibility for providing the service.  At the time we said no but itm is something the Town Council might reconsider in the distant future.

Bio-gradable Containers – Plastic Bags

The Blandford Forum Town Council does not have a policy or operate legal powers relating to the use of biodegradable containers and bags by retail outlet in the Town.
