Dog fouling was deemed as litter in the Clean Neighbourhoods and Environment Act 2005 (this replaced the Dogs (Fouling of Land) Act 1996).
 
Section 87 of the Environmental Protection Act 1990 makes it an offence to drop, throw, or deposit and leave litter anywhere and can incur a fine.
